A convicted Napa Area murderer will not be freed after all, since Gov. Brown reversed a parole board decision granting him parole, Napa County District Attorney Allison Haley announced.
Brown this week, at Haley's urging, reversed the decision following the Sept. 28, 2017 decision of the Board of Parole Hearings to grant parole to Robert Shippman, now 80, she announced.
