One Solano County city has become the main laboratory for a new app that marries technology with outdoor play for children.
Matt Toner said he knows too many children spend too much time indoors with electronic devices, so he and his business partners developed Biba - an outdoor game/imagination-enabling app meant for use at parks and playgrounds.
