AMERICAN CANYON >> City Councilman Kenneth Leary said he cast the deciding vote, making David Oro the new City Council member, so as not to allow a deadlock to force a special election.
He would have preferred to vote for Joan Bennett, he said.
Bennett and Oro had been the last applicants standing Tuesday, after Arvind Nischal removed his name from consideration Monday night, and Tony Heuschel and Doug Lindsey failed to get enough votes in the first round in the application process selected to fill an empty council seat.
