Rather than wait for a disaster to strike and then react, a Bay Area group has set about creating advance fixes for potential disasters. The group toured the Vallejo area this week, a spokesman said.
"After hurricane Sandy in New York left the coastline decimated, the U.S. Department of Housing and Urban Development worked with the Rockefeller Foundation and developed this process," spokesman Derek Jansen said.
