Kevin Lee of the Colorado-based Heartland Institute of Financial Education says he thinks that if more people in Vallejo had been financially literate when the Great Recession hit, fewer people here might have been as devastated as they were.
It's the institute's mission, which it undertook some 20 years ago, to financially educate as many people as possible, and they're setting up shop in Vallejo, he said.
