The Vallejo City Council, with Mayor Bob Sampayan leading the way, unanimously voted on Tuesday to "Authorize the Mayor to send a letter supporting the transfer of the Mare Island Naval Cemetery to the federal government, the state, or some other eligible entity in order to facilitate its appropriate restoration and maintenance," a step retired Navy Captain Ralph Parrott says he believes is necessary to a successful resolution to what he calls "a festering problem.
