AMERICAN CANYON >> The city's new, streamlined and less expensive process for building or creating an in-law apartment on one's property was adopted with a few tweaks at Tuesday's city council meeting.

Meanwhile, a moratorium on cell towers was extended while officials wait to find out what the state does on the issue.
