AMERICAN CANYON >> Negotiations between the city and its Teamsters Union-represented workers, broke down last week and dozens of them filled City Council Chambers for Tuesday's meeting to express their displeasure at officials they see as enriching management and neglecting workers.
Two council members and City Manager Dana Shigley said they're confident an acceptable solution will be found.
