City Manager Dana Shigley was voted her second pay raise in six years in a City Council meeting that began with Mayor Leon Garcia proclaiming the city welcoming and inclusive of everyone, including immigrants and refugees.
Stopping short of declaring American Canyon a sanctuary city, Garcia stood at the dais, holding the latest version of the We Heart Everyone in AmCan yard signs, as he explained the reasons this city stands with its immigrant residents.
