Some of the people most likely to need the help offered by Vallejo's Legal Services of Northern California are probably among the least likely to have heard of them.
That irony notwithstanding, says staff attorney Jill Sowards, the legal aid agency covering Solano County since the 1960s is always busy, serving 35 to 40 people every week as it continues its constant efforts to get the word out.
