If you found yourself on the frontage road under Vallejo's Springs Road overpass in the past few weeks, you might have thought you had made a wrong turn and wound up at the city dump.
Or maybe a war zone.
A large area just off Lincoln Road East has been a major illegal dump site for some time, city officials and at least one local employee said.
