BENICIA > > Residents who live near unreliable storm drains on St. Augustine Drive in Benicia addressed the city council on Tuesday night in order to prod them into action around the problem spot.
A drain overflowed in 2012 during a rainstorm, causing damage to at least six properties. It hasn't flooded since, but residents are concerned that the city is dragging its heels on rectifying the situation.
