Retired Navy Captain Ralph Parrott recently visited the cemetery on Mare Island and didn't like what he saw.
He disliked the condition of the place so much, in fact, that he's embarked on a mission to bring it up to snuff.
Already, his efforts seem to be making headway in Washington D.
