Benicia businesses that sell cigarettes tested with minor decoy

BENICIA >> Members of the city's Police Department Investigations Unit conducted tobacco compliance checks at several local businesses on April 21.

A minor decoy was sent into the establishments in an attempt to purchase cigarettes without an ID, and 13 of the 14 approached passed, a department spokesperson said.
