Target Stores, including the one in Vallejo - at 904 Admiral Callaghan Lane - has launched a car seat recycling/upgrade program, "just in time for Earth Day," company officials announced.
"It's spring cleaning time and if an old car seat is on the toss list, Target has you covered," the announcement says.
